The Clinton Welfare-to-Work program successfully got millions of families off the social safety net program. But today’s recipients face stagnant low wages and limited resources for job training, making it nearly impossible for many to gain economic mobility. Economics correspondent Paul Solman reports.

How long does the average American stay on welfare?

Because of these different patterns of welfare use, it is difficult to talk about an “average” welfare recipient. My research shows that, on average, women whoever use welfare will receive assistance for about six years and current recipients will receive assistance for about thirteen years.

To eliminate the welfare trap entirely would require a policy that permanently continues benefit payments regardless of any conditions, with no income from paid work being withdrawn. One example of this would be unconditional basic income.
