Who Decides The State Budget

State agencies submit their budget requests to both the Governor’s office and the Legislative Budget Board. The Governor must propose a budget within the first 10 days of the legislative session. The Legislature then reviews, modifies, and accepts the biennial budget usually by May (the end of the 140-day session).

The State Budget provides projections of Government revenue and expenditure for the following year, and outlines services to be delivered.

Every year, or every other year, states face the challenge of creating budgets that adequately address the needs of their residents while also keeping in mind their short and long-term fiscal health. Different rules and institutions have developed over time as states faced changing economic and fiscal conditions and dealt with competing interests.

The Budget process is the decision-making process for allocating public resources to the Government’s policy priorities. It is through the Budget process that the government gains the Parliament’s authority to spend relevant money through the passage of the annual appropriation acts and other legislation that establishes special appropriations.
