Who Controls Kaliningrad

The current governor (since 2017) of Kaliningrad Oblast is Anton Alikhanov. The latest elections to the region’s legislative body, the 40-seat Kaliningrad Oblast Duma, were held in September 2016.

In 2002, the EU and Moscow reached an agreement on travel between Russia and Kaliningrad, ahead of Poland and Lithuania joining the European Union in 2004. When those countries joined, the exclave became surrounded on three sides by EU territory. Russia says the 2002 agreement has now been violated.

The Russian control of Kaliningrad was then formalized two years later during the Postdam Conference. In the next year, the USSR began the “Sovietization” of the entire region. They did this by destroying old buildings and landmarks, and introducing Russian naming and new construction to the area.

Kaliningrad was one of the most militarised and closed parts of the Soviet Union, and the military were the region’s chief economic mainstay in the Soviet years. When the USSR ceased to be, that military presence was decimated along with the economic benefits it provided. Kaliningrad is still of great strategic importance to Moscow.

The short answer is: Germany was forced to give up huge patches of its conquered land at the end of WWII. In 1945 the Potsdam Agreement was signed by the USSR (now Russia), Britain and the USA. It specifically gave Kaliningrad (known as the German Kxf6nigsberg at the time) to Russia, without opposition.
