Whipping is a manipulative technique used by the experienced welder to help control the rate at which heat and filler metal are added to the weld puddle and provides the means by which he can control puddle size.

Whipping works well on most joints using either stringer beads or fillet welds. It keeps the puddle in a tight range but also preheats the joint prior to filling it with metal. This technique is great for beginner welders to learn how to control their travel speed.

Excessive whip can undersize weld throats and increase weld spatter because each time you back the arc away from the leading edge, you are driving the wire into the molten metal.

Sometimes whipping is used to bridge a gap, but you would be better off turning down the power source to a short-circuit transfer and applying that root. Again, a slight whip is common, but should be no more than 1.5 times the wire diameter.
