While Thingol was king of the Grey Elves, he saw the light of the Two Trees as an ambassador of the Valar and thus he was counted as a High Elf, and equal to any lord of the Eldar. He was even acknowledged as high-king of all the Teleri in Beleriand, even after Doriath became hidden.

The House of Thingol was a noble house of Sindarin Elves. Thingol, originally called Elwë, traveled with his brother Olwë across Arda but in YT 1130 went astray from his people and was lost in Nan Elmoth. In this forest he met Melian, the Maia of Varda, and was entranced by her.

Thingol, also known as Elu, was one of the two kings of the Teleri, the other being his younger brother Olwë. He was also the King of Doriath and the greatest lord of the Sindar. As stated in a comment, the first elves mentioned (in Chapter 3 of Quenta Silmarillion) are Ingwë, Finwë, and Elwë (later called Thingol) – with Olwë, Elwë’s brother, mentioned just after. It’s not clearly spelled out one way or another if they were among the first to to awaken.
