While there has been an apology and acknowledgement of fault, supported by the recent civil settlement, justice has not been delivered. Through numerous inquiries and cases, the extent of the fault on the part of the police has been demonstrated and the fans who were initially blamed have been absolved.

Disciplinary action against Supt Bernard Murray, the police control box commander at Hillsborough, is dropped. A judicial review application by six representative families to quash the inquest verdict is rejected by Lord Justice McCowan in the divisional court. McCowan rules that the inquest was properly conducted.

The collapse of the latest Hillsborough trial comes after 30 years of legal battles over responsibility for the disaster, which claimed 96 lives on 15 April 1989. Civil actions seeking damages starts within days of the disaster, both from relatives of the victims and survivors who have suffered physical injuries and psychological effects.

The Hillsborough Independent Panel report which was published in 2012 was fundamental in paving the way for the fresh inquests a couple of years later. Prof Phil Scraton, lead author of the report, says that the criminal justice system is not robust enough to cope with a case which has dragged on for so long.
