Was The Reconstruction Era a failure? It seems like an impossible question given the fact that blacks were incredibly poor during the reconstruction period. Blacks feared being overrun by whites and some felt that they would not be considered equals. This hatred fueled many of the failures of the reconstruction period. Despite this, blacks still managed to achieve some level of freedom in the South. Some blamed slavery.
The United States did not deploy sufficient troops during Reconstruction to stop the violence and restore racial equality. The civilian capacity of the states was also weak, which allowed white supremacists to retake territory. The army, which was in charge of a population of nine million people spread over seven hundred thousand square miles, was not equipped for this type of task. To prevent white supremacists from encroaching upon the newly unified states, the Army would have had to increase its size by several times. The troops would have had to deploy more extensively and use more force.
Reconstruction was a failure mainly due to the policies of white Southerners to seize power. Although structural factors contributed to the violence, policy failures were the most important. Insufficient troops, insufficient use of force, and inadequate arming of the Black community were some of the failures of Reconstruction. In addition to the failure of Reconstruction, the victorious white supremacists remained in power and ensconced structural racism throughout the South.
