The transverse bulkheads were not properly designed and, as a result, the water in the damaged compartments began to flood into the adjacent compartments. The first International Conference on the Safety of Life at Sea was held in London in 1913, and its rules included a mandatory 24-hour radio watch and lifeboat space for each passenger.
