The Golden Wolf should be there. Make sure you are in human form and run all the way across the bridge to the castle until you encounter it, which should be around 2/3rds of the way over. Midna has to destory the Twilight Wall that covers Hyrule Castle. The Golden Wolf should be just in front of this Twilight Wall.
