It isn’t voluntary. If you are called up by your country to play and refuse, you can be banned for 2 games. It’s not a rule invoked often but if a country really wants you to play against your wishes, you have little choice. But also you can withdraw yourself from consideration at any point.

Principle 1.1. says: “Clubs are obliged to release their registered players to the representative teams of the country for which the player is eligible to play on the basis of his nationality if they are called up by the association concerned. Any agreement between a player and a club to the contrary is prohibited.”
Once a request has been filed, a player is not eligible to play for any national team until all the paperwork has been processed.
